Vickie Starr
FOUNDER & DIRECTOR
“One of my greatest achievements in life, aside from my two children, has been to realise my dream. Growing my one person business back in 2017, into a service of caring and professional people, who co-design and personalise the supports that people want and need to live their best lives, on their terms.”
Vickie brings over 30 years’ experience to her role as Director. From her early days working in the disability sector as a support worker, to creating and establishing new services, consulting with organisations, and implementing NDIS plans – each experience has been informed by consultation and collaboration, responding to the hopes, desires, and needs of the people who access the supports.
It is this consultative approach that Vickie champions at CSBS, and that led to the development of the Person-led Supports Framework – a relationship-based model of co-designing supports that places the person at the centre of all their life decisions. The Person-led Supports Framework is the “golden thread” that unites all the components of our business, delivering a whole-of-organisation way of listening, and responding to, a person’s wants and needs.
With her passion for supporting people to realise their potential, Vickie champions new and proven learning opportunities for team members to develop their decision-making and engagement skills. Building individual competencies and capabilities for workers who do not traditionally see themselves as leaders and influencers.
When Vickie is not steering the CSBS ship, you’ll find her on the beach as Lead Patrol for Mudjimba Surf Life Saving Club, or if you squint, you’ll might see her paddling out to Old Woman Island on a perfect Queensland day.

Stuart Tabrett
CHIEF FINANCIAL OFFICER
“I am passionate about supporting Australians in need, whether it be older people, or people with disability and their families. It’s important to me to be connected with my community and to volunteer my time to support families through particularly difficult times.”
Stuart is our Chief Financial Officer with a great big heart, who has a mountain of experience working across various sectors and industries, most recently as the Executive Manager and CFO for STEPS Group of Companies.
Stuart has been involved in the disability sector for 15 years, where he worked for the two oldest charities in the country, the Benevolent Society as Financial Controller, and Wesley Mission as Strategic Business Manager.
Prior to this, Stuart was General Manager for Transportation for the Sydney 2000 Olympic Games, and Para Olympic Games, and Financial Manager for Coca Cola Amatil.
Stuart lives on the Sunshine Coast with his wife and youngest daughter and, with their other children and grand-children scattered along the east coast, staying in touch has been a priority with many challenges.
Outside of work, Stuart’s passion is sport, in particular baseball. He is a Life Member of Ryde Hornsby Baseball where he was President for over a decade… and incidentally, his youngest son was signed as a 17 year old to play with the New York Mets, while his eldest son played baseball in the US under scholarship.
When he is not counting beans, you will find him on the golf course, kicking back watching the cricket, or taking in the sunshine at one of the coast’s beautiful beaches.

Tara Moodie
GENERAL MANAGER - CORPORATE SERVICES
“My son Ethan was born 13 weeks’ early and spent the first eight and a half months of his life in hospital before finally coming home – he returned a few months later for complete skull reconstruction surgery. Years later, our experiences are both wonderful and challenging as we live life with our little powerhouse, and as we navigate the health and disability sectors.”
Tara is our General Manager – Corporate Services, who negotiates fulltime work with a busy family life.
Tara has a Bachelor of Communications in Public Relations and Advertising – this, coupled with over 10 years’ experience at the helm of their family’s IT business and eight years’ growing her own digital marketing business, clearly indicates her monster passion for all things technology.
Tara is an accidental nerd, and loves nothing more than a really good piece of software or system that can aid digital transformation solutions within businesses, and has turned her talents to implementing IT solutions for people and businesses to achieve their goals and optimise their outcomes.
Tara’s life experiences have introduced her to many clinical settings where she coordinates and interacts with medical and allied health professionals across many disciplines. This first-hand knowledge and experience means Tara understands what it takes to manage complexity in a healthcare setting, and she brings this know-how with her to her corporate services role.
When Tara is not being an IT genius – she can be found near the chocolates and cake! #justsaying

Annie Lillywhite
REGIONAL OPERATIONS MANAGER
Annie is an accomplished leader with over 25 years of experience in the community services sector, spanning disability, mental health, homelessness, and family services. She holds a Bachelor of Social Science (Social Welfare) from Charles Sturt University, along with Diplomas in Governance and Management. Annie’s career began as a support worker in a variety of settings including institutional care, residential services, community support, and employment services, providing her with a deep understanding of frontline operations and client needs.
With more than 15 years in senior leadership roles, Annie has extensive expertise in operational management, stakeholder engagement, and strategic development. She is strongly committed to social justice and is guided by values that prioritise dignity, inclusion, and self-determination for the individuals and communities she supports. Annie’s wealth of experience allows her to lead with compassion while ensuring organisational excellence and high-quality, person-centred service delivery.
Outside of work, Annie enjoys travelling locally and abroad, particularly exploring new destinations by cruise ship. She is a keen supporter of the arts, regularly attending theatre shows, musicals, and concerts. At home, Annie loves spending time with her three much-loved dogs, Chopper (16 years), Chester (9 years) and Bailey (1 year), often taking the younger two on long walks as they progress through obedience school.

Julie L’Barrow
STATE OPERATIONS MANAGER
Julie is an experienced executive leader with a strong background in human services, disability and aged care, bringing extensive expertise in leading organisations within complex and highly regulated environments.
She specialises in strengthening organisational performance through clear governance, risk management and operational alignment. Julie works closely with leadership teams to ensure systems, processes and structures are not only compliant, but practical, sustainable and supportive of high-quality service delivery.
Throughout her career, Julie has led significant improvements across governance frameworks, operating models, and organisational capability. She is known for translating regulatory and compliance requirements into clear, workable approaches that enable teams to perform with confidence.
Julie is a values-driven leader who brings a calm, steady approach during periods of change, growth and scrutiny. She focuses on building strong foundations that support both operational excellence and positive outcomes for the people and communities we serve.
At CSBS, Julie plays a key role in supporting teams to deliver consistent, high-quality services while ensuring strong oversight, accountability and continuous improvement across operations.
