But that begs the question, doesn’t it? How do we actually embody the values of ‘autonomy and empowerment’ for those that choose us to support them? Well, in a LOT of ways: Our 4D model, the 9 principles of support, our commitment to advocacy, our training, reflective practice, our Support Workers – look closely at any of them and you’ll understand how we practice and encourage ‘autonomy and empowerment’… BUT, that gets a little rubbery. So how about a concrete example?
Let’s talk about our approach to the tenancy agreements in Supported Independent Living (SIL) homes. Our approach is a little different – it’s a blend of tailoring to needs and aligning with NDIS standards.
A Head Lease Arrangement That Puts You First
When CSBS facilitates supported living arrangements, we take on the role of Head Leaseholder. This means we establish a lease agreement with the property owner or real estate agency. From there, we create individual REIQ tenancy agreements directly with each participant who calls the property their home. This ensures that you as the participant have a clear and direct relationship with your tenancy, we know from experience that this fosters independence and ownership.
To be clear, it should! It’s your house, flat or villa, it’s your space, it’s your HOME!
Why Do We Use a Head Lease?
Our head lease arrangement is designed to simplify and streamline living arrangements for people. By acting as the central leaseholder, CSBS manages shared costs such as utilities, rent, and other expenses. This seamless approach ensures fair and transparent cost-sharing among tenants, particularly in homes where individuals may not know each other beforehand.
Managing these shared expenses effectively helps reduce potential conflicts and ensures all tenants can enjoy a well-maintained, harmonious living environment. For tenants, this approach means they can focus on their lives and goals while we take care of the details.
Keeping Rent Affordable: The NDIS Reasonable Rent Contribution.
Affordability is critical. That’s why CSBS adheres to the NDIS Reasonable Rent Contribution (RRC) guidelines to calculate rental costs. Here’s how it works:
- Rent is set at 25% of your fortnightly Disability Support Pension (DSP) and any pension supplements.
- 100% of your Commonwealth Rent Assistance (CRA) is also factored in.
The total rent amount is determined by the property’s overall rental cost, ensuring fairness and transparency for all tenants.
Keeping Rent Affordable: The NDIS Reasonable Rent Contribution.
For anyone in Supported Independent Living (SIL) or other 24/7 support arrangements, utilities such as electricity, gas, and water are shared among tenants. To ensure equity, CSBS also contributes to these costs based on the number of tenants and staff present. For instance, if a property houses three tenants and one staff member, each party’s share is calculated proportionally. Additionally, NBN connection and usage are provided at no cost to tenants unless exceptional data usage occurs.
Empowering Tenants to Manage Personal Expenses (there’s that word again).
Well, we believe in building skills for independence. To support this, tenants are responsible for their own food and personal care items. For those who prefer a collaborative approach, CSBS can help establish a combined shopping arrangement with fellow tenants.
To make budgeting and expense management easier, CSBS offers tailored support, including:
- Developing personalised budgets.
- Utilising our digital credit card system for agreed purchases.
- Providing detailed monthly records for tenants or their financial administrators.
