Key Highlights:
New Definition of NDIS Supports: A new definition has been introduced to guide the use of NDIS funding.
Transition Period: A 12-month grace period is in place to help participants adjust to the new rules.
Flexibility for Unique Needs: The “substitution rule” allows for the use of non-NDIS supports in specific circumstances.
Clearer Funding Structure: Plans now have total budgets, funding components, and defined funding periods.

Starting October 3rd, there are some important changes to how the NDIS works.
The main change is that NDIS funding can only be used for things that are called “NDIS supports.” This means there’s a list of things you can spend your NDIS money on.
Most people won’t need to change what they’re using their NDIS money for. But if you’re unsure, you can check the list of NDIS supports.

If you accidentally buy something that’s not an NDIS support, you won’t get into trouble. There’s a 12-month period where you can learn about the new rules and get help if you make a mistake.
There’s also a new rule about “substitution supports.” This means you might be able to use your NDIS money for something that’s not normally on the list if it’s better for you.
Finally, NDIS plans will now have a total budget and a time limit. This means you’ll know exactly how much money you have and how long it needs to last.

📅 Transition Periods & Funding:
- Plan Managers: Have until November 2nd to adjust to the new rules.
- Participants: Have 12 months to make changes without incurring debts.
- Existing Plan Items: Already approved items will continue to be funded for the duration of the plan.
- Financial Adjustments: No debts for minor mistakes (< $1,500, fewer than 3 times). You’ll receive two warnings before being liable.
🔄 Support Coordination:
- Participant-Directed: Funding only applies if it’s explicitly stated in the participant’s NDIS plan, including for self-managing participants.
🔁 Replacement Supports:
- Updated Substitution Rule: Exceptions now available for household items, assistive technology, and driver training.
🐾 Specialised Services:
- Driver Training: Available for participants with disabilities, if included in the plan and conducted by a qualified instructor.
- Assistance Animals: Funding only available if explicitly stated in the plan.
⛔ Changes to the OUTlist (Non-Claimable Items):
- Hairdressing: Hair washing is now allowed, but other beauty services remain excluded.
- Electricity Generators & Legal Costs: Still excluded.
- Living Arrangements: Rent remains on the OUTlist, impacting individual living options (ILO) and costs.
- Meal Delivery Services: Excluded unless food and preparation costs are listed separately.
- Gym Memberships: Still excluded for recreational use.
- Dating & Relationship Services: Remain excluded.
- Conference Fees: Excluded, except for disability-related training.
- Coaching Services: Life, career, and cultural coaching are excluded.
- Childcare Services: After-school care, au pairs, and school holiday programs remain excluded.
- Postal Services: Non-claimable, affecting assistive technology delivery claims.
🛠️ New Funding Provision:
- Property Repairs: NDIS may now cover property repairs related to disability-related damages.
